Dear Director Morrison and California Department of Pesticide Regulation Staff, The undersigned 80 organizations are writing to provide public comment on the SprayDays pesticide notification system. We strongly support DPR’s efforts to improve transp...↓arency and protect public health through advance notification of pesticide applications. However, the current system falls short in a critical way: it does not provide exact location information for upcoming applications. We respectfully urge the Department of Pesticide Regulation (DPR) to add the precise location of each planned pesticide application to SprayDays notifications. To our knowledge, SprayDays is the only hazard notification system that does not identify the exact source of a potential exposure. Other public safety systems—such as wildfire alerts or chemical release notifications—clearly identify where the hazard is occurring so people can take appropriate protective actions. In contrast, SprayDays provides only a one-mile-by-one-mile section, which makes it extremely difficult for residents to assess their actual risk. DPR’s First Annual Status Update identifies exact or more specific location information as a key piece of user feedback. Yet this central concern remains unaddressed in the current version of SprayDays. This lack of specificity undermines the purpose of the system. Without exact location information, people cannot meaningfully protect themselves. If we know where a pesticide is being applied, we can avoid that area. Without that information, we cannot. The distinction between “near” and “far” exposure matters. Some pesticides drift significant distances, while others do not. The current system does not allow residents to distinguish between an application occurring directly adjacent to their home and one occurring nearly a mile away. As a result, people are left either under-protected or overwhelmed—receiving frequent alerts without the ability to determine which ones require action. Providing exact location information would allow individuals and families to take practical, targeted precautions—such as closing windows, bringing in laundry or children’s toys, keeping vulnerable individuals indoors, or avoiding areas where active applications are occurring. This is especially important for people with asthma or other respiratory conditions, for pregnant individuals, and for families with young children. It would also improve public health response. Medical professionals would be better equipped to recognize and treat pesticide exposure if they had clearer information about where highly hazardous pesticides—specifically restricted materials—are being applied. Importantly, DPR already collects this information. It is available after the fact through Public Records Act requests. There is no clear justification for withholding it in advance, when it would be most useful for protecting public health. SprayDays focuses on some of the most hazardous pesticides used in California. When residents receive a notification within a one-mile square, they cannot reasonably be expected to leave their homes every time. But they should have the ability to take precautionary actions when an application is occurring nearby—especially when it directly borders where they live, work, or attend school. For these reasons, we respectfully request that DPR revise the SprayDays system to include the exact location of upcoming pesticide applications. This simple change would significantly improve the system’s effectiveness, reduce unnecessary alarm, and better enable Californians to protect their health. Thank you for your consideration and for your continued work to protect public health and increase transparency.

It is a lot of work and for what has been achieved in a few years of getting this off the ground, having it live, doing the outreach, taking in all of the comments, creating the website, doing the notif...↓ications is a feat! I have read the annual progress report which is also a feat!

I live in Saticoy, CA an unincorporated area with about 470 acres of farm land around me. I have been getting the notifications from spraydays since about October 2025. Like others, being notified more than 24 hours is really helpful because it does change your plans. I live in a house that has no air conditioning and getting fresh air circulating in my house means opening the windows. I have lived here for about 28 years. We have never had air conditioning and for the most part this area has wonderful weather year round. I stopped opening my windows everyday since October 2025 when a good neighbor called me to ask me if I was experiencing symptoms from pesticide exposure because he was and he lives farther from the fields. He told me about how he went to the doctor because of his throat and how he went to pick up produce at one of the nearby farms at their stand. He said the doctor found the inflammation in his throat and he talked to me about how on his way to other places he goes through massive amounts of fields which is normal here in Ventura/Oxnard/Moorpark/Fillmore/Ojai (Ventura County). Cars don't have air filters, so as you drive to school, work, groceries, stores, etc you are also breathing in the pesticides that have just been used in the fields. I highly suggest you add a person's ability to add a common everyday route they take to repetitive places as they get exposure in their car everyday as they drive through fields using pesticides. I don't know if there is currently anything in place for schools near fields have to be informed about nearby pesticide exposure. I feel like when I was around 5 years old that there was but I also saw the notifications at school go away. We stopped receiving them. Any place that has people should be receiving them. I am horrified that the farms in front of me do not have to inform me about any pesticide use. The most that exists is a yard sign size at the corner of the area they have used pesticides. In this day and age with so many things to use for communication and they aren't being used. It might have helped me in these last 18 years of dealing with health problems that did not make sense. When I was 15 years old I started fainting. I would faint at home while doing the dishes, flossing my teeth, on and off my period, and just doing basic non strenuous tasks. I even fainted at my high school. I went to the doctor various times and had an EKG, ultrasound of my heart, CBC, and ultrasound of my reproductive system to be told that everything was fine and they could not figure out why I faint randomly as it was not a repeating every x amount of days. At the same time I started with a cough that wouldn't go away. Over 18 years I've had to cope with caring for myself to look for the signs of feeling a fainting spell come on so that I don't hit the ground hard or if I can stop it. As I experienced all of this I learned my blood pressure would drop. I learned that tylenol would bring it back up but I didn't know why it was dropping. I don't have PCOS. Every medical test would come back with a clean bill of health. When my neighbor told me in October about his pesticide exposure and I had been told by Teresa Gomez who works for Californians for Pesticide Reform of Spraydays I finally could put information together. I got alerted about Lannate by DuPont is used on the farm in front of my house. I looked up the information of what effects it can have on a person and I found coughing, low blood pressure, and fainting. I called to make a doctors appointment. I had started to have trouble with breathing. I was given a pulmonary function test and ordered an Xray. I told my doctor about the pesticide and shared the information. I updated her as she is a new doctor for me about the pattern of symptoms I have like my calfs hurt as if I ran a marathon and they won't relax. They're stuck in contracting and it hurts so bad like a charlie horse. My pulmonary function test and xray as usual with tests came back clean.

I learned that Methomyl is the active ingredient in Lannate. Methomyl which is a carbamate insecticide that acts as a potent cholinesterase inhibitor, causing an accumulation of acetylcholine in the synapses of insects and humans. Acetylcholine (ACh) Function: ACh is a neurotransmitter that signals muscles to move. Lannate's Impact: Lannate (methomyl) binds to and inhibits cholinesterase. Because this enzyme is blocked, acetylcholine accumulates, causing continuous, uncontrolled firing of nerves and muscles. My symptoms have started making sense. As well as why my tests come back clean, you won't find methomyl in ultrasounds, xrays, CBC, or an EKG. You need a specific test that will measure acetylcholine administered within a certain time period because your body will keep fighting to go back to normal and return to homeostasis and the evidence goes away. The doctor needs to know more information to order this test and do it in the window of time it needs to happen. Or else you just pee it out of your system. I relay all of this to you because a big mistake on here is not stating possible symptoms due to exposure in the notifications that are received. I had to learn this all by myself. I am privileged to read and write, have had access to education, and have gone to get a university degree in neurobiology, physiology, and behavior where I can read about the body and the science papers. Most people don't have that ability. I reported to my county commissioner of Agriculture and he said that there aren't cases. I told him how could there be when people aren't communicated about being exposed, what it is, what it can do, and doctors don't have the information and are probably misdiagnosing things like allergies and flus when its pesticide exposure. The same goes for animals/pets and how many of them are told they have allergies and the allergy medication does not work. With this said I have to recommend that there needs to be history that is accessible from spraydays. Unless I keep the emails/text messages of the PROPOSED day of use of a pesticide I do not have the information to track and analyze health issues with pesticides used in my area. I also don't know where I would get that information. Public records? County level or state level? How are doctors being communicated about this? Additionally, as stated in the progress report being told what EXACT date the pesticide is used is important. I don't think adding an updated/confirmed date is a lot. I've had some weeks that I receive 2-3 notices. If they are on different days and I have to think that it could be up to 4 days later well that means the entire week I don't know if I can use my clothesline, open windows for fresh air, and I don't have a garage so is my car covered? Is it safe to touch my car? Can I relax in my backyard? Since October 2025 and my good neighbor calling me, I don't open the windows 20-21 hours out of the day and run an air filter. My cough of 17 years at the time, went away within a few hours.

Additionally, Teresa did inform me of being able to put up to 10 addresses on spraydays for alerts. It is helpful as I have added where I work and recurring places that I go. As others have communicated, 1 mile radius is not enough. The 470 acres across the street from my house span farther than 1 mile radius so I am not being alerted about everything near me. Then within 2-3 miles there are more farms so the 1 mile radius does not capture the saturation that can exist in my area due to the various farms here. I love and adore the farms and do not wish for them to be far from community, but they need to be safe for community and wildlife. We need to be given more information.

Please:
1) increase the 1 mile radius
2) Give exact location
3) Give an update of exact day of use
4) Give symptoms to look out for information with the notifications. Do not give that responsibility to the general public to have to search elsewhere. You can tell me that there is something on spraydays through community tips and it is very general and not with the notification. Don't make it be in a different place, put it together. People need to go get checked even for flu like symptoms because we need to know if it is or isnt the flu as it will tell us how it is in the air and the safety of the public. What does consistent reoccurring exposure do? Because I see the information sheets of these pesticides and where is the information of reoccurring exposure even in what we currently say are "small saturation levels"?
5) History of use of pesticides in the area so that people have the information they need to find out if their health issues have the same pattern of when they experience health problems
6) Doctors to be given the information and have access because doctors dont always ask where do you work to see what you have been exposed to. They especially dont ask is your home situated in a place that puts you at health risk for ____? I've had about 5 doctors since I started having health issues over 18 years. I did not switch for fun or "I just didn't like them", some retired, some moved, some closed their practice down. I've had to switch. None of them have ever asked about my surroundings. I was also pre-med and have done internships at clinics and hospitals. I shadowed a lot of doctors and none of them ever asked that question. I understand you don't regulate doctors or have control over that but you can be a place of information for them that they can access. That is what you can do.
7) continue the in person outreach! I know it's work but it makes a HUGE DIFFERENCE especially since the population is older and not tech savy. I know there are more demographics but it is being seen it is a population that is not tech savvy.
8) people should be told of ALL pesticide use not just the restricted. I am still trying to get from my local county the records of non restricted pesticide use. It should just be available.

Thank you for what you have done, the work you have put into this, the information you currently have given: pesticide name, active ingredient, how many acres (THIS IS HUGE) is going to have it, approximate date of use, and the various websites you have linked online, and having MANY languages available! I do not overlook what is there!
